Update 1.028

No major updates in this patch, mostly behind the scenes server fixes.

We now run two servers when updating, so there should be no downtime. Users will stay on the old server until they update. Updated users will log on to the new server. After about an hour or so we will take down the old server so everyone will be on the new one.
