Hotfix for v1.96

• Fixed desync in multiplayer caused by the fix for Counter-Deployment.
• Fixed assert spamming with the dev exe for planetupgradepathtype.
• Dialed back the damage updater change we made a bit. Can hit older CPUs harder than we thought.
