In the weapon characteristics box in the image, movement speed refers to the speed at which you can move while armed with the weapon. With the Firepower pack, your movement speed changes depending on the weapon you choose. You can fly faster with the shotgun than you can with a heavier weapon like the railgun or machinegun.
