We're aware of an issue that's been plaguing many of our players, especially those that are trying to join into servers running Community Maps. The cause of that issue is from the fact that our Map Rating Database Server has unexpectably went down, and as a result, loading Community Maps will cause the game to "freeze up" while it's trying to contact the downed database server to retrieve a map rating.
We're at work restoring the server so this issue will be fixed momentarily, and in the near future we will provide a failsafe to prevent further incidents like this. If you want to discuss this issue, or simply talk about the new 2.3 patch and hotfix, head to our site!
