The most recent VTube Studio update, 1.22.7, fixes an issue that freezes the app (and possibly OBS) if you're on the newest NVIDIA drivers.
Some users have reported being unable to install the update. If that's the case for you, please check this thread on Twitter for all info on how to fix that:
