Fixes
- Fixed an issue where NPCs would create an amendment to increase universal health care benefits when they should have been decreasing benefits.
- Fixed an issue where the game would create legislation to eliminate Medicaid Expansion and Veteran Health care whenever Universal Health care was created during the presidential budget.
